Description
The Quatrone subdivision was created by American Electric Power (AEP) who created Leesville Lake and Smith Mountain Lake beginning in 1960. The property was sold thru Patton Realty until all of the subdivision’s 47 lots were sold. The Quatrone Home Owners Association was formed in 1990 to support and maintain the development. The subdivision was incorporated in 1993. As well as Articles of Incorporation, Quatrone has a set of by-laws.
Brief History
The first president of the QHA was Joe Weatherspoon. Joe helped to establish the structure that is currently used to support and maintain the subdivision today.
Joe was president for 13 years during which many changes occurred in the subdivision and on the lake. Particularly over the last 5 years, major development was begun and continues introducing various preservation and usage concerns. Joe remained on the board as an active liaison between QHA and Association of Lake Area Communities (ALAC), Leesville Lake Association (LLV), Property Owners Association of Virginia, Inc (POAVA, INC), and AEP organizations until his death in September of 2006.
All of the named organizations are working on the issues of lake development, debris removal, fire prevention and general security. Thanks to the infrastructure that Joe and many of the original owners developed for QHA the organization does an excellent job of maintaining and protecting subdivision property and assisting property owners where possible.
Location
The subdivision consists of 47 lots ranging from 1.5 acres to 13 acres. Lots are located following the Leesville Lake Shoreline from Route 608 at Tolers Ferry Bridge around the curve to the south where the lake intersects with the Pigg River and the lots continue for approximately a mile between the lake and Route 608.
By water the subdivision lies between the 12 and 14 mile markers. The subdivision is approximately 5 miles by water from the Smith Mountain Dam and 12 miles by water from the Leesville Dam.
The subdivision has 2 maintained common areas. The first is located at the entrance to subdivision and is gated. The entrance has been planted with various self sustaining and seeding shrubs and flowering plants. The second is located on the Leesville Lake Shoreline. The common area at the Lake provides owners with private access to the lake. This area has a concrete boat ramp, 131 foot pier, and small floating boat dock with 3 slips, a boat turn around area, and a large parking area for cars and trailers.
Approximately 1.5 miles of blue stone roads traverse the subdivision and are maintained by the Association. Roads are inspected by professional road grader operators yearly and graded and re-stoned as needed. Common areas are mowed by contract with a local landscaping firms every 2 weeks from May through September. Flower beds are maintained by owners and residents on an as needed basis with major pruning and mulching occurring on a scheduled QHA work day in early spring. Road right of way is mowed (bush hogged) by contract in May and September with owners maintaining edge mowing during the spring and summer months.
Capital improvements were made to the floating dock in 2006. The original wooden dock was replaced with a steel structure and composite decking. In addition, the exposed portions of the 131 foot pier are being replaced with maintenance free decking and rails (trex). Currently 2 of the 9 sections of the pier have been redone. A 3rd is scheduled for fall of 2007, and 3 more sections are scheduled for 2008, with the final 3 to be completed in 2009. These changes create a maintenance free and long lived capital improvement to the pier without depleting QHA reserve funds.
Plants and Wildlife
Lots abound with wildlife including deer, squirrels, rabbits, wild turkeys, and birds of all types. An occasional bear has been sited. Fish include but are not limited to: Walleye, Striped Bass, Perch, Carp and other species. The lake is stocked by fish and game department and monitored by D & R wardens. Fishing and boating are a primary activity for lake residents and guests.
Majestic pines, poplars, oaks, red buds and dogwood trees, as well as, mountain laurel provide wooded privacy and beauty to this area. While lake views are limited to shore owners, the mountains are visible from all lots and common areas.
